Record that no candidate fits a slot, and clear the field.

The companion to :func:accept_suggestion. reason is free text recorded with the rejection; it reaches semantic_suggestions.csv’s decision_reason column when :func:apply_sdp_semantics runs, and :func:review_metadata reads it back onto the gap the rejection left – otherwise that gap comes back looking exactly like one nobody ever considered.
